In 2017, The Washington Post listed the problems with the Puerto Rican power grid before Hurricanes Maria and Irma:

In 2017, Los Angeles Times listed the problems Puerto Rico had with its power grid before hurricanes Maria and Irma:
“Puerto Ricans in early 2016 were suffering power outages at rates four to five times higher than average U.S. customers.”
“The warnings about impending electricity problems that were issued even before Hurricane Maria hit stemmed from the island’s long history of power outages and the lack of substantial refurbishing and maintenance.”
In 2017, ABC News accepted that Trump’s comments about Puerto Rico’s power grid were correct:
“Just 10 months before Maria struck, a scathing report … warned that the energy infrastructure was facing a “crisis.””
“The 218-page study, released … in November 2016, argued that Puerto Rico’s power grid is “literally falling apart,” and noted that Perto Ricans [sic] suffer service outages at rates four to five times higher average U.S. utilities customers.”

Interestingly, Ms. Cruz talked about the “Importance of Honesty in Public Communications,” reported the university’s online magazine, GWU Today.
Unfortunately the article about “the importance of HONESTY in public communications” has errors:
– Puerto Rico was already a disaster long before the 2017 hurricanes.
– Carmen Yulin Cruz has been mayor of San Juan since January 2013.
